Utdanningsdirektoratet [the Norwegian directorate for education and training] needs assistance to develop valuable, efficient and comprehensive services that answer real user needs. Therefore, Utdanningsdirektoratet [the Norwegian directorate for education and training] will enter into a framework agreement with service designers for the ability to put the user at the Centre of the development process and see the full service offer from the user's perspective.
