The contracting authority for this contract is Møre og Romsdal County, c/o Ålesund Vocational College. 1.2 The procurement/contract's purpose and extent The contracting authority would like to enter into a contract for the procurement of equipment for the electricity laboratory at the vocational college. The contract is expected to have a procurement value of approx. NOK 750,000 excluding VAT. Ålesund Vocational College has a close cooperation with NTNU in Ålesund and has, amongst other things, a joint electricity laboratory, which is used by students from both Ålesund Vocational College and NTNU in Ålesund. The equipment in this laboratory shall be renewed and the functionality shall be expanded to cover energy production, energy distribution, power electronics and electrical machines. NTNU in Ålesund has already carried out its part of this project with delivery in accordance with a contract signed with LD DIDACTIC GmbH (hereafter called LD). Ålesund Vocational College was referred to as a cooperation partner in this procurement. The equipment that NTNU orders primarily covers energy production, energy distribution and power electronics, but it already also includes some equipment that shall be used for assignments on electrical machines. The plan is now that Ålesund Vocational College shall procure equipment to expand the functionality in the laboratory to cover electrical machines. 1.3 Reason for omitting an announcement 1.3.1 General This procurement is planned to be carried out as a direct procurement as the Contracting Authority believes that there are legal grounds in this procurement to not hold a tender competition, cf. PPR §8-18 and PPR §5-2, (1) a. As described above, there are already parts of the system for the laboratory that have been delivered by LD and this includes, amongst other things, some test benches as well as some electrical machines. In order to complete the delivery/system, the Contracting Authority c/o Ålesund Vocational College would now like to place an additional order under the contract that NTNU Ålesund has with LD. The order will be placed by Ålesund Vocational College, as it has now been granted budget resources for an additional delivery to complete the previous delivery from LD to NTNU Ålesund. As the equipment in this additional delivery must be 100 % compatible with the system delivered by LD, a decision has been made to order directly from LD. If the Contracting Authority chose another supplier/system, it would have most likely meant that all or major parts of the existing system delivered by LD would have had to be replaced. The provision for signing a contract is thereby considered to be met. The Contracting Authority also wants to emphasise that this must be seen as an additional delivery pursuant to the PPR § 13-4 c. In order for an additional delivery to be legal, all of the following terms must be fulfilled: — -a change of supplier cannot happen due to technical or financial reasons — -a change of supplier would mean considerable difficulties or significant extra costs for the contracting authority — -the price increase does not exceed 50 % of the original contract value. All of these terms are deemed to be fulfilled in this delivery/contract. 1.3.2 Contract The contracting authority intends to enter into a contract for approx.
