The procurement covers all leisure journeys by taxi in the TT service in Oslo. The contract shall be executed as a service concession. The extent will be governed by need. The TT service is regulated by the regulations on facilitated transport for persons with movement disabilities, Oslo municipality, Oslo, FOR-2015-08-26-1007. The regulations facilitate that persons with movement disabilities, who cannot use other public transport, shall have an alternative transport offer. TT users get an annual quota of leisure journeys that is determined by the city council in the annual budget dealings. TT users can be leisure journeys for:

a) leisure journeys within Oslo municipality's borders

b) Akershus University Hospital for visiting

c) Oslo Airport Gardermoen for flights.
