The contracting authority for this tender contest is Råde municipality on behalf of Våler, Moss, Rygge and Råde municipalities (henceforth referred to as the contracting authority).

These municipalities are acting as one contracting authority without a separate legal entity. Separate agreements will therefore entered into between each of the co-operating municipalities and the supplier.
Moss and Rygge municipalities will merge to one municipality from 1.1.2020. The framework agreement shall be available for the new municipality from this date. C.f. point 1.3 in the Requirement specification
If any of the municipalities separate parts of their operation to separate legal subjects during the contract period (e.g. limited company, foundation etc.), they shall have an option to join the contract within a reasonable time on the original terms. Any separation can reduce the extent of the delivery.
