Energinet.dk, the Danish Transmission System Operator, has decided to develop a platform for sharing energy data (Energy DataStore). Energinet.dk collects energy consumption data from every Danish household and business as well as production data from every windmill, solar cell and power plant. We also receive environmental data and handle all data from the gas and electricity market as well as our own infrastructure – among others.
It is decided that the Energy DataStore shall be built on the Open Source tech-nology CKAN, and Energinet.dk is therefore seeking consultancies to implement the CKAN solution as main component in the Energy DataStore.
The procurement procedure is conducted as a negotiated tender procedure without prequalification.
The tender procedure will be carried out via the 'EU Supply' system. The tender must be submitted via the EU-Supply system.
The Contracting Entity aims to contract with 1 consultancy, but may choose a second consultancy if needed, in order to accommodate the requirements. Estimated contract value: 2 mill. DKK
For the purpose of preparing the initial tender to be submitted, the tenderers may submit questions concerning the tender documents in writing. All questions must be submitted via the “Supplier questions and answers” function in EU-Supply one at a time.
In addition to this, Energinet.dk will hold a Question & Answer session on 18 November 2016, where tenderers can contact us for discussion. The questions and answers will be published on the EU Supply portal on 22 November 2016.
The time limit for the Contracting Entity’s receipt of the initial tender is 30 November 2016 at 12:00 CET Danish local time.
The tenders submitted must be valid for a period of 3 months as from the specified time limit for the submission of tenders.
The award criterion is the best price-quality ratio:

•Price 35%
•Capability 30%
The tenderer must include 1 signed tender according to specifications in the tender documents.
The tender must be in Danish or English. Any supplementary material of a general nature may be in other languages. If so requested by the Contracting Entity, the tenderer must arrange for the supplementary material to be translated into Danish or English. Any translation work is for the tenderer's account. Docu-ments within the Employer’s Requirements issued by Danish Authorities are in Danish and will not be translated. Any translation for understanding purposes is the sole responsibility of the Tenderer. In case of discrepancies between a translation and the original text the original text will prevail.
For this tender the Energine.dk document General Conditions for the procure-ment of IT consultancy services (16/00950-27) is explicitly considered as fundamental parts of the tender documents.
The Contracting authority reserves the right to award the agreement based on the initial tender and as a result tenderers cannot rely on the possibility to enter into negotiations.
The Contracting Authority reserves the right to request supplementary and more detailed information from the tenderer.
Tenders received after the stipulated time limit will not be considered.
