The Governments of Mexico and Denmark have initiated a long-term cooperation on low carbon transition focusing on policy development for climate change mitigation, renewable energy deployment and energy efficiency. The Climate Change Mitigation and Energy Programme supports implementation of Mexican policy initiatives such as The Special Programme for Climate Change 2014-2018 (PECC), The Programme on renewable Energy (PEAER) and The Programme on Sustainable Use of Energy (PRONASE) with the aim of supporting Mexico consolidate its pathway towards a low-emission future.
In order to support the successful implementation of the programme a Project Support Facility (PSF) will be established. The PSF will provide administrative and logistical support to the programme and make available a substantial package of technical assistance on a flexible and demand-driven basis to ensure the delivery of concrete results in accordance with the overall objectives of the programme. The PSF will also supply a national climate advisor to be stationed in SEMARNAT for the duration of the programme.
The Ministry wishes to contract an entity to establish and manage the PSF and facilitate the delivery of international and local expertise to support the implementation of the programme.
It is therefore important that the PSF has good knowledge and experience with:
i. managing and/or recruiting long term and short term advisers in the climate and energy field,
ii. coordinating institutional cooperation on climate and energy issues,
iii. arranging exchange visits and secondments that deepen technical cooperation and knowledge transfer,
iv. providing administrative and logistical support to implementation of international programmes,
v. the Danish energy sector and Mexican organizations specialized in climate and energy.
The Estimated value of the contract excluding VAT but including funds to be administrated by the PSF is 30 000 000 DKK.
