The European Environment Agency (EEA) seeks to establish a framework service contract with a service provider for a scoping and mapping exercise and development of a cross-cutting analytical framework.
Type of contract:
Framework service contract for a total duration of up to 36months as from the date of signature, with an initial duration of 12months and possibility of up to two renewals of 12 months each.
Estimated value:
EUR 139,000 excluding VAT, covering all services and related costs over a maximum period of 36months.
Place of delivery or of performance:
The services shall be provided at the contractors’ premises.
Description of the services to be procured:
The purpose of this contact is to assist the EEA in developing knowledge on the role of social innovation in supporting sustainability transitions. As such, it shall provide an important cross-cutting contribution to EEA activities on the food, energy and mobility systems, as well as broader macroeconomic change, building towards SOER 2025. It shall also provide an analytical foundation forrelated EEA foresight activities, for example horizon scanning and scenario building. The work will include (1) mapping of the evidence base in EEA assessments and external research; (2) developing a conceptual framework to understand social innovation (e.g. definitions, theories); (3) exploring implications for policy and governance (e.g. monitoring, impact assessment, risks and uncertainties); (4) building empirical evidence (case studies, examples) to illustrate and communicate about the key themes.

Description of the tendering procedure:
Based on the pre-assessment of the information provided, the EEA will draw up a list of the most suitable candidates and will forward to all or some of them (at least fivecandidates) by e-mail an invitation to submit a tender in accordance with the tender specifications by a set deadline. The tenders submitted will be evaluated in accordance with the criteria specified in the tender specifications. During the negotiation phase after the submission of the tenders, selected candidates may be requested to adapt their tender to therequirements set in the tender specifications in order to find the solution offering the best value for money.
