UAB Palink announces Direct marketing (SMS) price inquiry (procurement) and inviting to send your offers.
All the prices in the tender Documents must be presented in EUR without VAT in net prices.

1. SMS žinučių siuntimas per mėnesį sudarys: nuo ~100 000 vnt. iki ~2 500 000 vnt., su galimybe šiam skaičiui didėti;
2. Siuntėjas (Vykdytojas/Tiekėjas) turi užtikrinti, kad SMS žinutės būtų pradedamos siųsti per 1 valandą nuo informacijos gavimo iš atsakingo UAB „Palink“ (Užsakovas) darbuotojo ar kitu užsakyme nurodytu laiku, ir siunčiamos tik užsakyme nurodytiems gavėjams (Klientams), išreiškusiems galiojantį sutikimą tiesioginei rinkodarai, pagal Užsakovo pateiktą informaciją.
3. Turi būti galimybė siųsti SMS žinutes šeštadieniais, sekmadieniais, šventinėmis dienomis;
4. SMS žinučių pristatymo laikas žinutės gavėjui turi būti kontroliuojamas, jis turi būti nuo 10.00 iki 17.00 val. (Lietuvos laiku), nebent Užsakovas nurodo kitaip.
5. SMS žinutė, kuri nebuvo pristatyta Klientui per 3 (tris) valandas nuo jos išsiuntimo, turi būti nebepristatoma;
6. SMS žinučių siuntėjas turi turėti resursų, kad per 1 (vieną) dieną galėtų išsiųsti ne mažiau kaip 2 000 000 vnt. SMS žinučių; per 1 (vieną) valandą išsiųsti daugiau nei 300 000 vnt. SMS žinučių.
7. Paslaugų Tiekėjas turi suteikti UAB „Palink“ atsakingam darbuotojui prieigą prie SMS žinučių siuntimo įrankio (platformos), per kurį UAB „Palink” atsakingi darbuotojai galėtų siųsti SMS žinutes patys bei kurti gavėjų sąrašus, nustatyti norimą žinučių išsiuntimo laiką; 8. Vykdytojas turi turėti galimybę savo jėgomis paruošti ir išsiųsti sms pagal Užsakovo pageidavimus, pvz., pateikiamas telefono numerių sąrašas, paskutiniai 4 kortelės skaičiai ir sms tekstas, kuriame vietoje "*" (žvaigždutės) turi atsidurti tie keturi kortelė skaičiai;
9. Paslaugų Tiekėjas turi pateikti UAB „Palink“ atsakingam darbuotojui ataskaitą, kokiu laiku ir kokia SMS žinutė buvo išsiųstas konkrečiam Klientui bei suteikti prieigą pačiam UAB „Palink“ atsakingam darbuotojui patikrinti išsiųstų žinučių istoriją: pristatymo laiką, SMS tekstą, gavėjus, bei, esant poreikiui, pateikti kitą informaciją apie žinučių pristatymą bei reikalingus įrodymus apie kokybiškai suteiktą paslaugą;
10. Turi būti galimybė patikrinti pagal telefono numerį kokiu laiku ir kokia buvo išsiųsta SMS žinutė bei kada/ar ji pristatyta; 11. Suteikti galimybę realiu laiku prisijungus prie sistemos matyti išsiųstų SMS žinučių statusą. Laiko kontrolė: UAB „Palink“ nurodo konkrečius telefono numerius, kam turi būti pristatoma pirmoji bei paskutinė SMS žinutės, t.y.: "Palink" darbuotojui(-ams) išsiunčiama SMS žinutė, kada pradedama siųsti SMS žinutės Klientams ir išsiunčiama SMS žinutė "Palink" darbuotojui(-ams), kada biagiama siųsti SMS žinutes Klienatams. 12. Visi Vykdytojo sistemoje esantys duomenys turi būti saugojami ne ilgiau 3 mėnesius.
13. Paslaugų Tiekėjas turi savo jėgomis sutikrinti, ar Klientai sutinka gauti SMS žinutes, pagal UAB "Palink" pateiktą informaciją, bei 100% garantuoti, kad nesant galiojančio sutikimo, Klientai žinučių negautų.
14. Užtikrinti, kad Klientai atsisakiusieji SMS žinučių negaus SMS žinučių pakartotinai, po atsisakymo;
15. Užtikrinti testinių žinučių siuntimą UAB "Palink" darbuotojams; 16. Vykdytojas įsipareigoja Klientams siųsti SMS žinutes tik per Lietuvoje veikiančius mobiliojo ryšio operatorius: "Tele2 LT", "Telia LT", "Bitė LT" , UAB "Teledema LT" ir kt. 17. SMS žinutės kainą prašome pateikti vieną, nepriklausomai nuo Kliento mobiliojo ryšio operatoriaus; 18. Vykdytojas įsipareigoja suteikti Užsakovui atskirą trumpąjį numerį (xxx), skirtą Kliento atsisakymui nuo SMS žinučių gavimo. 19. Vykdytojas įsipareigoja kiekvienoje SMS žinutėje nurodyti tokį tekstą: „Jei norite nebegauti SMS, siųskite STOP IKI tel.xxxx. atsisakymas nemokamas, pranašimus atjungsime per 1 darbo d.“- tokia žinutė, Kliento siuntimas SOP IKI tel. nr.xxxx, Klientui turi nieko nekainuoti - už ją sumokės Užsakovas (UAB "Palink"). 20. Vykdytojas įsipareigoja užtikrinti, kad: a) Klientui nurodžius kliaidngą raktažodį, jis turi gauti atgalinę SMS žinutę su tekstu: "Nurodytas neteisingas raktažodis.Pasitikrinkite žinutės tekstą ir bandykite dar kartą". b) Klientui nurodžius teisingą raktažodį (STOP IKI), jį turi pasiekti atgalinė SMS žinutė: „Jūs sėkmingai atsisakėte IKI pasiūlymų.“ Tiek A, tiek B atveju atgalinė SMS žinutė Klientui turi nieko nekainuoti - už ją sumokės (atgalinės SMS žinutės), jei taikomas mokestis, Užsakovas (UAB "Palink"). 21. Vykdytojas įsipareigoja užtikrinti, kad Klientų SMS žinutės su neteisingu raktažodžiu nepatektų į atsisakiusiųjų IKI pasiūlymų duomenų bazę. 22. "Palink" darbuotojams turi būti suteikta galimybė prisijungti prie SMS žinučių atsisakiusiųjų duomenų bazės, kurioje turi matytis: data (diena, mėn., metai) ir tikslus laikas (val. min, s.), kada atisakyta SMS žinutės; atsisakiusiojo SMS žinučių tel. nr., kuris turi prasidėti 3706; SMS tekstas (raktažodis).
23. Konkurse pasiūlytos kainos turi galioti visus kalendorinius metus nuo sutarties pasirašymo dienos ir negali būti keičiamos;
24. Atsižvelgiant į tai, kad UAB "Palink" nurodymu, bus vykdomas duomenų tvarkymas, paslaugų tiekėjas, Vykdytojas, galės pradėti teikti paslaugas tik pasirašius dvišalę Duomenų tvarkymo sutartį ir pagrindinę paslaugų tiekimo Sutartį.
1. SMS amount per month: from ~100 000 - ~2 500 000; may increase.
2. Supplier must guarantee that SMS are sent out within 1 hour after receiving the information from responsible UAB "Palink" employee or at exact time, if such is specified in the order and only to the recipients as specified in the order with valid consents for direct marketing, according to the information provided by the Client ("Palink").
3. Possibility to send SMS on weekends and holidays must be ensured;
4. SMS delivery time must be controlled and must fall between 10:00-17:00 o'clock (Lithuania time), unless the Customer specifies otherwise.
5. SMS that hasn't been delivered in 3 hours, must be no longer delivered;
6. SMS sender must have capacity to send out no less than 2 000 000 SMS per day; more than 300 000 messages in 1 (one) hour.
7. A tool (sending platform) must be available for UAB "Palink" employees to be able to send out SMS themselves, create custom contact lists, set custom sending time; 8. Executor must have the capability to prepare and send the SMS according to Client's (Palink) request: e.g., list of phone numbers, last 4 card numbers, and sms text, where instead of "*" (star) must be those four card numbers.
9. The supplier must provide detailed reports for UAB "Palink" employees, showing SMS content, sending and delivery time, recipient details; also provide access for UAB "Palink" employees where they can check history of sent out messages; also provide any other relevant information upon request and other proof of quality for carried out services;
10. Possibility to check sending time, content, delivery status, delivery time of SMS sent out to specific recipient;
11. The supplier must check on their own capacity, control and ensure that SMS are sent out only to the recipients with expressed and valid consent for direct marketing, and ensure by 100% that recipients without a valid consent do not get SMS messages; 12. The supplier must guarantee that valid consents are checked each every time so that even if the recipient had expressed such consent before and then withdrawn it, they no longer receive the SMS; 13. All data in the Executor's system must be stored for a maximum of 3 months.
14. Test messages must be sent out to UAB "Palink" employees at the beginning and the end of each sending; 15. The Executor undertakes to send SMS messages only through mobile operators operating in Lithuania: "Tele2 LT", "Telia LT", "Bitė LT", UAB "Teledema LT" and other.
16. SMS price must be one and the same, regardless of the recipients operator - 1 price 1 sms; 17. The Executor undertakes to provide the Client (Palink) with a separate short number (xxx) for the Customer's refusal to receive SMS messages. 18. The Executor undertakes to indicate the following text in each SMS message: "If you want to stop receiving SMS, send STOP IKI tel.xxxx." - such message must be free of charge to the Customer- paid by Client (JSC "Palink"). 19. The Executor undertakes to ensure that: (a) if the customer specifies a wrong keyword, he / she must receive a backward SMS with the text: "The wrong keyword has been specified. Check the text of the message and try again". b) If the Customer specifies the correct keyword (STOP IKI), he / she must receive a backward SMS message: "You have successfully declined IKI`s offers." In case of both A and B, the backward SMS message to the Customer must be free of charge - paid by Client (JSC "Palink") if a charge applies. 21. The supplier undertakes to ensure that the SMS messages of the Clients with the incorrect keyword do not enter the database of rejected IKI offers. 22. Palink employees must be able to connect to the database of those who refused SMS messages, which must show: the date (day, month, year) and the exact time (hours, minutes, s) when the SMS message was refused; opt-out sms tel. No., which must begin with 3706; SMS text (keyword) 23. The prices offered in the tender must be valid for the entire calendar year from the date of signing the contract and may not be changed;
24. As the supplier will be processing personal data as per instructions from UAB "Palink", start of services may start no earlier than the date of signing Data Processing agreement and in accordance with requirements by GDPR and the contract.
