There is currently no established infrastructure for delivery of these services in the area. It is a prerequisite that the infrastructure for the heating and cooling to a given point on the site, as well as a power plant and a local back-up heating plant in the area, are established by the tenderer. The tenderer must operate and manage the named infrastructure and power plant, and obtain a license for delivery of district heating and district cooling in the area. NB: the procurement concerns the delivery of power. The real value of the contract is entered due to the requirement for a designated value in the attached form, ref. point II.1.7.
