NAV, or the Norwegian Labour and Welfare Administration, was established on 1.7.2006 and employs around 19 000 people (around 14 000 of these in central government and 5 000 in the local authorities). NAV administers a 3rd of the national budget through schemes such as unemployment benefit, work assessment allowance, sickness benefit, pensions, child benefit and cash-for-care benefit.
