PTR-TOF-MS (Proton Transfer Reaction — Time of Flight — Mass Spectrometer) is a state-of-the-art instrument for simultaneous online monitoring of a large range of volatile organic compounds (VOCs). The analysis is done without sample preparation and very low (ppt-level) concentrations can be measured. The PTR-TOF-MS will be purchased as part of the research grant funded in the Sapere Aude Starting grant program (DFF-FNU) to Riikka Rinnan. The project is entitled ‘Bidirectional exchange of reactive hydrocarbons between Arctic ecosystems and the atmosphere’. Gas exchange between ecosystems and the atmosphere is 1 of the key processes studied. Many of the projects from the section focus on VOCs released and taken up by plants and soil and how climate change affects these processes. The section has a long tradition in conducting field research in. According to the Directive 2014/24/EU of the European Parliament and of the Council, Article 32. 2, point b, the University of Copenhagen believes that Ionicon is the only supplier to provide the required Performance (mass resolution, sensitivity) in combination with Size and Weight of the instrument. The space in the field tent/hut is limited and it can only house a small instrument along the other instrumentation. The PTR-TOF must be placed below the desk. Secondly, the instrument needs to be transferred to the hut by carrying it with man power as no vehicles can enter the sight. Thus, the size (60 x 91 x 80 cm; w x h x d) and the weight (< 150 kg) of the PTR-TOF 1000 are the primary factors choosing this instrument. While being small, the instrument must provide excellent performance. The PTR-TOF instrument must be able to reach mass resolution > 1 500 m/Δm (for m/z >60) and reaching sensitivities of more than 100 cps/ppbv (for m/z 181). It must provide homogeneous reaction conditions (constant electric field, pressure, temperature) in the reaction chamber for predictable reaction conditions of different compounds. There must be a liquid calibration unit available for the instrument — self-made systems are not an option for us due to lack of technical personnel who could build such. Thus, we will purchase the an advanced liquid calibration unit (LCU-a) as an add-on. This unit provides calibration gases from self prepared aqueous solutions. In our measurement data, sesquiterpenes form an important part of the studied compounds, and these can only be prepared from liquid standards. The Danish Act on Enforcement of Procurement Rules, etc. defines in § 2, para. 2, point 1, a standstill period of 10 calendar days from the day after the date on which the voluntary ex ante transparency notice is published in the Official Journal of the European Union. Latest at the same time as a complaint is lodged to the Danish Public Procurement Appeal Board, the appellant shall in writing inform the contracting entity about the lodging of a complaint to the Danish Public Procurement Appeal Board, and whether the complaint has been submitted in the stand still period. In cases where the complaint is not submitted in the stand still period, the appellant must specify any suspensive effect of the complaint according to the Danish Act on Enforcement of Procurement Rules § 12, Para. 1.
