A trial scheme of external quality assurance for investments in the regional health companies was implemented in accordance with the Norwegian parliament proposition no. 1 S(2010—2011).
This scheme covered the concept phase and was called KSK and the scheme was made permanent from 2015. Based on the experience from using KSK in several projects, the scheme has been expanded to also include development plans, currently as a voluntary scheme. A divide was established, due to professional reasons, with separate QA schemes for concept reports (KSK) and development plans (KSU).
Framework agreements shall be signed with competent environments for quality assurance, both KSK and KSU, with the accompanying plan documents. The requested services are presented on a general level. The focus is on the connection between the entity and building and the dependency between the sub phases.
