Flytoget AS would like to procure a mobile and internet ticketing system, with maintenance services. Flytoget AS would like to use new and modern technology in order to improve and expand our current customer offering.
The award for the winning service provider is a development contract and a 3 year contract for maintenance, with an option for an extension for a further 2 years, 1 year at a time.
The tender contest shall be implemented as a negotiated procedure in 2 stages, where this tender notice is stage 1. In this stage, the service provider shall submit an application for participation and shall answer and submit documentation described in the ‘Pre-qualification document’.
Deadline for submitting applications to pre-qualification is set to 25.2.2015 at 16:00 hrs.
Flytoget emphasise that only documentation on qualification requirements shall be submitted in this round.

Information and formalities necessary for evaluating if the requirements are met: Tax and VAT certificates. Requirement: Tenderers must have delivered their tax assignments and paid their taxes, employer contributions and VAT. Documented by: A certificate for tax, employer's contributions and VAT. The certificate must not be more than 6 months old from the deadline for submission of the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must also be provided for them.
HSE self-declaration — Requirement: The tenderer shall vouch that the company operates systematically to fulfil the requirements of health, environment and safety legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Wage and work terms: The service provider must enclose a certificate that confirms compliance with the ILO conventions. Documented by signing and enclosing the self-declaration attached to this competition, ‘Self-Declaration Flytoget Social Responsibility’.

Information and formalities necessary for evaluating if the requirements are met: Tenderers shall confirm that full responsibility is taken for compliance with PCI-DSS limited to all components that process or store card data, as well as methods for system development.

Information and formalities necessary for evaluating if the requirements are met: The service provider shall have good creditworthiness which shows the creditworthiness that ensure the implementation of the delivery. Service providers must document this by enclosing a credit report from a certified credit rating company such as Bisnode, D&B or an equivalent company.

Information and formalities necessary for evaluating if the requirements are met: Mandatory tax and VAT — Tenderers shall submit a valid: — Tax certificate — VAT certificate.
Health, safety and environment — The tenderer must submit a Safety Statement (Health, Safety and Environment) confirming that the company is in compliance with statutory requirements.
International Labour Standards — The tenderer must submit a statement of compliance with relevant ILO conventions statement in the attachment: ‘Flytoget Social responsibility self declaration form’.

Information and formalities necessary for evaluating if the requirements are met: PCI/DSS — The Tenderer shall submit a statement of compliance with PCI/DSS. The Tenderers responsibility is limited to system components, processing and storing card data, and system development methodology.
