II.1.5) Short description of the contract or purchase(s)

The Recovery and Development in Northern Uganda is one of three components of Danida's U-Growth II Programme in Uganda in the period 2014-2018. This component will be implemented in six districts, three in each of the regions of West-Nile and Acholi. The immediate objective of this component is to increase resilience and create equitable participation of Northern Uganda in the economic development of the country.

This objective will be achieved through three strategic interventions designed to improve rural livelihoods: 1) Agricultural Production and Marketing, 2) Rural Infrastructure and 3) Capacity Building. The Rural Infrastructure Strategic Intervention aims at improving simple agriculture related rural infrastructure using a labour intensive approach. The target is to generate about two million work days of employment. Each of the six districts will, facilitated by the implementing entity, through a bottom-up, social inclusive and conflict sensitive approach develop plans for rehabilitation and construction of simple community access roads, local markets, wells and protected springs. In this process, the six local government authorities will work closely with an implementing entity to ensure that the Rural Infrastructure strategic intervention is implemented in accordance with the guidelines provided by the Royal Danish Embassy in Kampala. The entity shall be procured through international competitive bidding and must be able to demonstrate experience and competence within the area of community-led rural infrastructure development in post-conflict situations. Demonstration of strong social skills in working closely with rural communities is essential. The entity must be able to achieve the set targets and ensure the best possible value for money. The total budget for the Rural Infrastructure intervention is DKK 60 million.

II.2.1) Total quantity or scope:

The contract comprises a management and an implementation part. For the management part a total of 262 man-months for key personnel is estimated. For the implementation part the key personnel need has been estimated to 324 man-month of senior staff and to 1 176 man-months of junior staff. The quantities are inserted for tendering purposes and may vary during execution.

The below budget concerns only the management part of the assignment.
