The objective of this procurement is to sign a procurement contract with a tenderer for the provision of International Cross Border Investment Screening solution/database (hereinafter also 'Solution'). The objective is to find a Solution that can be used, in particular, for finding, searching, and comparing information of private companies as well as other entities. The data acquired must be based on companies and other entities’ regularly updated data deriving from a wide range of globally available sources.
The Solution must include information regarding global investments, including cross-border and greenfield investments. Information regarding domestic M&A deals (completed or planned) is not required.
The procurement authority for the external data service is Business Finland Oy (hereinafter 'Business Finland'). Business Finland requires a non-exclusive license to redistribute, use, and share the data orally, in writing, or by electronic means as necessary between the separate entities of the Business Finland organization; Innovation Funding Agency Business Finland, Business Finland Oy, Business Finland Venture Capital Oy, USA Inc. (Business Finland Oy's daughter company in the USA), and Finchi Innovation Ltd. (Business Finland Oy's daughter company in China). The entities also have a right to use and share information deriving from the data as part of analysis. Similarly, Business Finland requires a right to share the data internally with Business Finland employees and representatives both in Finland and abroad.
