The purpose of the framework agreement is to cover the Norwegian Courts Administrasjon (NCA) need for consultancy services within the area of "Counceling IT and digitalization".
An equivalent framework agreement were published for competition in November 2022 and cancelled January 2023.
The reason for cancellation of the competition was that the NCA considered the competition to be a failure.
The NCA established requirements that the offered resources and their availability for undertaking orders within the framework agreement. Apparantly these requirements lead to discrepancies/reservations in many of the offers from suppliers. The aforementioned discrepancies/reservations were evident through filled out appendix 4 "Discrepancies and reservations", and implicitly through offers containing discrepancies/reservations which were revealed after clarifications with the suppliers.
