Description


The circular economy policy agenda requires the transformation of a wide variety of aspects of how the European economy functions, ranging from policy frameworks to novel circular economy business models. A key element for the desired transition to a circular economy is the ability to monitor progress towards this transition. While existing monitoring efforts cover a wide range of circular economy aspects, certain key aspects of circular economy are less well covered. Specifically, the so-called value retention strategies (e.g. remanufacturing, repair, refurbishing) are difficult to monitor - mainly due to a lack of official data. However, a lot of these strategies impact the amount of time that products are in use, namely the actual lifetime of products. Therefore, an effort to monitor the actual lifetime of products could provide a good proxy indicator for the deployment and success of the value-retention strategies. The EEA is launching a project with the view to developing indicators for monitoring developments in the actual life spans of products. The indicators should be developed also by exploring opportunities brought about by the increased digitalisation. The outcome of this project is expected to supply the EEA with indicator fiches for monitoring actual life span developments, specifically for the “electronics and ICT” and “textiles” sectors. More specifically, under this project, the future contractor is expected to: • Select representative products for two key sectors of the circular economy, “electronics and ICT” and “textiles”; • Collect appropriate, updatable data sources for estimating the average actual life span for each of the selected products; • Develop a synthetic indicator on “average actual life spans of products” in the “electronics and ICT” and “textiles” sectors; • Reflect on trends in average actual life spans of products within each of the two sectors, taking into account environmental links, and on the concept of “intensity of use".
