This is an invitation to submit a tender for the development and implementation of competence raising and guidance for employees in open nurseries. Tenders shall be submitted for both municipal and private open nurseries.
The competence raising shall include the topics support and guidance for parents, multi-lingualism, language and cultural diversity, the youngest children and the implementation of a new framework plan for nurseries. Many of those who use open nurseries are parents/guardians with children under 3 years. In addition experience says that there are parents/guardians who are asylum seekers, or who have been given permission to stay in the country, to open nurseries. Moving from 1 country to another is a major change in a person's life and many have had a difficult escape background. An open nursery has, therefore, an important role for these children and their parents/guardians. Employees say that support and guidance for parents is a central feature in nurseries and it is therefore important that the employees have good competence in this area.
Parents and the nursery's personnel have a joint responsibility for children's happiness and development and open nurseries have an important job as a meeting place for children and parents/guardians. §1 Purpose of the Nursery Act states: Nurseries shall, in cooperation and understanding with the home, see to children's needs for care and play and promote learning and forming as a basis for general development. The framework plan for the nursery's content and assignments is an important basic document in the competence raising work.
The competence raising can be expanded with more topics if desirable. The nurseries themselves can, based on a self-analysis of their competence need, have topics that ought to be included in the development work.
The initiative shall last for 1 year starting at the latest in January 2017.
