Lyse AS is owned by 16 municipalities. Lyse Elnett has the operational and maintenance responsibility for street lights in 11 of these municipalities.
The names of these 11 municipalities are:

5. Time municipality
6. Gjesdal municipality
7. Strand municipality
8. Finnøy municipality
9. Kvitsøy municipality
10. Rennesøy municipality
11. Hjelmeland municipality
The 11 municipalities act as independent legal units and authority has been obtained to sign the framework agreement on behalf of the participating municipalities for this framework agreement. Lyse will, thus, sign a contract on behalf of the municipalities and will make call-offs and place orders in accordance with the set progress plan.
The mentioned need and planned activities are subject to change due to unforeseen conditions in the progress of the project.
The enquiry is for a framework agreement for the delivery of LED fittings resulting from the EU's RoHS directive in the period 2016 -2020.
The street lights that Lyse Elnett has the operational responsibility for consist of approx. 72 000 fittings with the accompanying infrastructure and equipment.
The installations are controlled by one-way communication to an ignition cupboard that turns entire zones on and off. The system that controls this was delivered by Luxsave. In addition some installations are controlled by photocells and separate clocks. The system shall be upgraded over time to two-way communication.
The contracting authority and the owner municipalities are concerned with choosing systems that are ‘Future Proof’ and that choices are made that get the municipalities closer to the goal of being smart towns, SmartCity. This is highlighted in the enquiry through individual requirements, but the contracting authority will, during the evaluation, emphasise functionality and attributes (in addition to the requirements in the requirement specifications) that can contribute to developing street lights, as well as promoting smart systems that are innovative.
The project will apply to Enova for support for LED fittings that are prepared for smart control. The system for smart control has not yet been decided as it is a coming project. The Smart Control system is subject to Enova receiving support for such a system. Tenders shall clearly state whether the control has consequences for the price of the fittings.
