Short description

The Norwegian National Rail Administration has taken over operational responsibility for a number of the Railway goods terminals in Norway, and in this regard, we are in the process of procuring a terminal operation system (TOS). TOS is planned to be introduced and used on approximately 10-11 goods terminals in Norway, but with the possibility for expansion. We are planning the first implementations at two terminals in the first quarter of 2016. The Norwegian National Rail Administration wants to use TOS to ensure the effective operation of the railway goods terminals.

The aim is that TOS will give benefits in the form of reduced costs with operation of the terminals in as much as TOS will be an aid in the facilitation for optimal utilisation of areas and resources at the terminals. In the market there are several suppliers of TOS and The Norwegian National Rail Administration wants initially offers on standard TOS, but with possibilities for adjustments and then in terms of standard modules with functionality which can be connected to as needed, for example automatic gate solutions. The TOS sought after should be directed toward multi-modal and should be tailored to be able to handle railway goods terminals. The Norwegian National Rail Administration is seeking a TOS which utilises 'modern' technology and largely uses mobile units for recording and information retrieval. The Norwegian National Rail Administration is also in this regard very concerned with an effective and simple user interface.

The Norwegian National Rail Administration has decided to take a larger responsibility for the good traffic with different types of non compliance. In order to avoid that goods must be driven back to the terminal of origin, or in a vehicle between the terminals during interruptions on a sub stretch, there are plans to establish contingency terminals on the main lines. The contingency terminal must be able to be quickly set in operation.
