In order to ensure that the contracting authority has the ability to complete projects and develop business management, the contracting authority has a need, at short notice, to obtain consultancy services for projects and other work assignments associated with the entity. The framework agreement will be utilised when the department's staff do not have the capacity to handle assignments for which the contracting authority is responsible. The purpose of using a framework agreement is to save the contracting authority time in obtaining consultants with the right skills when the need arises.
The Arts and Sports Buildings will have projects in the framework agreement that span from concept choice reviews (KVU) to completed buildings or installations. The investment budgets always depend on the annual grants and the total volume can vary in the contract period. The entity shall be built up to be a competent and professional property company. There will be a need, amongst other things, for assistance with the development of business strategies and the implementation of management systems and routines. The framework agreement is expected to have a value of approx. 35 000 000 NOK including options. The estimate is not binding for the contracting authority as the extent will depend on the annual budgets and political priorities.
Engineering design services are not included in this framework agreement.
The planned start for the contract is May 2015.
