This is a consultancy assignment for the Evaluation of Danida Support to Value Chain Development.

Within the framework of Danida' support to agriculture, fisheries and broader business sector development, value chain development approaches (or approche filière) were introduced from around 2003. With the emergence of Danida Growth and Employment Programmes (and later Danida Green Growth Programmes), the value chain approach was mainstreamed as a component in most bilateral agriculture and private sector activities. This also included private sector support under the Danida Neighbourhood Programme in Eastern Europe as well as the regional programmes in Central America and East Africa. Today, Danida is supporting value chain development in approximately 15 countries.

In the Danida Development Strategy from May 2010 growth and employment becomes one of four main pillars of Danish Development Cooperation and the value chain approach becomes official strategy. This is subsequently elaborated in the Strategic Framework for Growth and Employment (2011), where it is emphasised that Danida should focus support in specific areas of constraints in the selected value chains. Value creation in relation to agriculture and other uses of natural resources constitute the large majority of Danida supported value chains.

The evaluation of Danida support to value chain development is planned to be undertaken from January 2014 to November 2015. A team of 3-4 international consultants and 2-3 country specialists are envisaged.

The purpose of the evaluation will be to assess Danida support to value chain development, systematise lessons learned and provide recommendations for future Danida support in this area. The evaluation will cover Danida bilateral support to value chain development over the period 2003-2013. The evaluation work will include establishing an overview of the approaches used and the documented results of the entire portfolio. A field based assessment of the results of support to value chain development will be required in 2-3 countries, one of which is likely to be a French-speaking country. Most of the documentation will be available in English, but some of the documentation will only be available in French (Mali, Burkina Faso, Niger, Benin) and some documentation may only be available in Spanish (Bolivia and Central America Programme).

The evaluation outputs include a.o. an inception report, country reports and an evaluation report.
