By this Request for Information (RFI) the Finnish Defence Forces (FDF) gathers information about Electronic Protective Measures (EPM) training systems in order to initiate procurement process to replace its existing EPM training systems and to enhance the existing capabilities. An objective is to achieve initial operational capability (IOC) by 2025.
The initial operational capability can be achieved by procuring new equipment or procuring the EPM training as service package when a service provider is owning equipment, which are located in the FDF’s facilities.
Replies for this RFI are used to evaluate proposed opportunities and alternatives in order to implement potential procurement as appropriately as possible. Collected information can be used during the tendering phase.
This RFI is public, excluding the appendix 2 as pursuant to the Act on the Openness of Government Activities (621/1999) 24.1 § paragraph 10, it includes information classified at the security level KÄYTTÖ RAJOITETTU (“restricted”) in accordance with the Government Decree on Security Classification of Documents in Central Government (1101/2019) 3 §.
The appendix 2, which is classified restricted, will be released and sent only after a Recipient has returned fulfilled and signed Security Commitment template and Affirmation of Non-disclosure template of persons who will be handling the information.
The Security Commitment and Affirmation of Non-disclosure templates will be sent to Recipients by email when requested. A request shall be sent to the email address purchase3.fdflogcom@mil.fi and the title of message must be clearly marked as "RFI 3634/2022 templates and POC _ Recipient's name". The message shall include following information: name of organisation, its business ID-number, address and telephone number and details regarding to a person of contact such as name and title, email address and telephone number.
Additionally, the recipient needs to describe in the message its knowledge and experience in technology, systems or service related to the scope of this RFI.
The FDF shall retain right to request a personnel security clearance before releasing classified information.
