Danish Center for Neonatal Screening (DCNS) plans to procure a new patient-centric software solution. The procurement procedure is planned to be performed according to the procedure of ‘competitive procedure with negotiation’. The purpose of this Prior Information Notice (PIN) is to alert potential suppliers and invite to preliminary market consultations. DCNS would like to enter into a dialogue with potential suppliers of software solutions for neonatal screening. Interested suppliers are invited to submit information about their standard systems and/or their experiences of developing similar systems. Based on the submitted, DCNS invites a number of supplier to take part in individual virtual meetings with DCNS. Here, DCNS wants a short presentation of the supplier, a presentation of the supplier’s standard system / experience with the development of similar systems and a dialogue with DCNS about the software solution. Danish Center for Neonatal Screening (DCNS) performs the entire neonatal screening in Denmark. Approximately 64 000 samples are screened for 18 different diseases every year. Speed, accuracy, QC and sample tracking is essential, since some of these diseases may result in severe handicap or death within the first months of life. DCNS is situated at Statens Serum Institute in Copenhagen and is ISO17025 accredited. DCNS is looking for a patient-centric software solution with an integrated database to manage demographic data entry, biomarker measurement data, QC and disorder logic, sample tracking, result viewing and external answer release among many other functionalities. The ability for DCNS to customize different modules, such as demographic input, instrument data input, result viewing, application of QC and disorder logic rules etc. is essential. The database and dataflow from the database to the different modules is preferably quality assured by the vendor. The ability of DCNS to be able to extract data from the database for monitoring of the screening and for research purposes is of great importance. Other necessary features of the software solution: — microsoft compatibility, — ability to handle input from laboratory instruments from multiple vendors, — ability to handle numerous different file input and output formats, — versatile search capability, — role-based user permission, — some degree of user trail logging, — establishment of a separate ‘test-environment’, where changes to the software can be tested before applying them on the real screening, — possibility for comprehensive training in use of the database and the different modules, — day-to-day support. The market consultations are expected to take place in at least two phases. This is the initial phase. The procurement procedure is planned to start in Q2 2021, and DCNS aims to implement the new software solution by the end of 2021. Presentations can be in Danish or English.
