The purpose of this Contract is for Avinor ANS to aquire a fully redundant Extended AMHS solution, including AFTN functionality and AMHS/ AFTN Gateway services to be implemented in replacement of the current AFTN-based solution.
Purchaser is exploring the possibilities of either procuring an Extended AMHS solution, including all necessary hardware and software components, and operating this in-house, or to enter into a Service Contract where the Contractor owns and operates the system, to which Purchaser is granted access through a subscription service. This means that Tenderers may choose to tender for either one or both of the contract fulfilment alternatives;
1. Extended AMHS solution delivery
2. Extended AMHS service provision
Purchaser holds no bias towards either of the two alternatives, and they will conceqently be evaluated and compared on equal terms. In theory, if he chooses to tender for both alternatives, a Tenderer may rank both first and second in the final tender evaluation.
