BTV Innkjøp is carrying out a contest for framework agreement on communications services on behalf of Buskerud, Telemark and Vestfold counties, The Buskerud County Governor and VKT. See the tender documentation for further information.
The contest concerns framework agreement for communications services. The communications services can be anything from implementation of communications strategies, campaigns and graphic materials etc. The Contracting Authority has chosen to divide the services into 2 groups, as described in the requirement specification. It is possible to submit tender offers on one or both of the groups, and parallel contracts will be signed for both of the groups.
In both group one and group two, three or more parallel tenderers will be chosen in accordance with PPR §15-3 (part III) ‘At least 3 tenderer swill be selected, presuming that there are a sufficient number of suitable tenderers and tender offers. ’Tenders offers in both of the groups must cover all of the Contracting Authority participants.
The value of the procurement is estimated to be 7 000 000 NOK excluding VAT. per annum. Group one will have the largest volume.
The volume is estimated based on statistics and the accounting figures for the procurement of equivalent products for the same buyer group for previous years, as well as future budgets. The volume must therefore be considered a suggestion and is not binding.

Requirements connected to the tenderer's economic and financial position:
Financial and economic position.
The financial capacity to carry out the contract is required.
Documentation requirement: The Contracting Authority will execute an assessment of the economy via the company and accounting information system AAA Soliditet AS (www.soliditet.no/creditcontrol).
Tenderers are asked to submit other information they believe is relevant. The Contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.
Requirement connected to the tenderer's technical and professional qualifications:
Sufficient capacity and implementation ability are required. Documentation requirement: Tenderer shall give a brief description of the company's size, number of employees, main office and department offices (sales outlets, customer portfolio etc.
All prices shall be given excluding VAT., but including all of the tenderer's other costs (fees, training, installation, remuneration, delivery etc.). Travel time and travel costs to and from the Contracting Authority will not be covered. Other travel imposed by, or previously agreed with the Contracting Authority, documented travel expenses will be remunerated according to the government's rates. The cheapest means of travel must be used.
Tenderers shall reply to questions in the answer boxes set up by the Contracting Authority. Replies which only refer to attachments will be get a zero score. If attachments are used, they should be references to figures, tables, CV's, itemisations, drawings or similar information that cannot be well described in text. The Contracting Authority is concerned with high competence and creativity of those who shall be responsible for carrying out assignments. It is also important to have a well combined team to ensure creative processes. During the evaluation a total assessment will be undertaken of the team composition and experience. Correct competence will carry a higher emphasis than the number of persons in the team.
