The overall objective of the Danish engagement is to contribute to realisation of a two-state solution to the Israeli-Palestinian conflict, encompassing the State of Israel and an independent, democratic, sovereign and contiguous State of Palestine, living side by side in peace and security. The Danish engagement in Palestine is multifaceted as it combines political, developmental, as well as humanitarian instruments. The official financial support so far has been guided by a strategic framework with three strategic objectives: 1) Peace building including support for PLO's Negotiations Affairs Department, and Palestinian presence in East Jerusalem; 2) State building with a focus on support to human rights, good governance, municipal development, PEGASE and police training; 3) support for improved livelihood for the Palestinian people including support for UNRWA. Denmark is about to initiate programming of a strengthened engagement in the Palestinian state building process which will also imply an increase in the level of funding.
The purpose of this evaluation is to assess the contribution of Denmark to the establishment of a viable democratic sovereign Palestinian state as part of a negotiated two-state-solution. The evaluation should document concrete results achieved at the policy level as well as on the ground in Gaza and the West Bank, and provide learning and recommendations for the future programming of assistance to Palestine.
The evaluation is planned to start in June 2014 with a field visit to Palestine late August/early September and finalisation of the report by November 2014 to ensure that the results are fed into the new programme currently under formulation. A team of 3 experts is envisaged with experience in evaluation of interventions in conflict settings; experience with evaluation of integrated approaches including policy initiatives; and extensive knowledge of the region and the conflict. To ensure detailed knowledge of the context and contribute to the evaluation capacity in Palestine it is expected that 1 expert will be from Palestine. Furthermore, there will be close involvement of key cooperation partners in the process without jeopardizing the independent work of the consultants. In situations where conflict of interest could occur, potential evaluators are excluded from participation, if their participation puts into doubt the independence and impartiality of the evaluation. For example, companies and individuals who have been involved in the preparation, appraisal and implementation of Danish assistance to Palestine will not be eligible for this assignment.
