The Danish climate change funding for developing countries is dominated by the Climate Envelope, which is the funding mechanism established as Denmark's contribution to Fast Start Finance after the non-binding agreement at COP15. The Danish Climate Envelope provides additional financing for mitigation and adaptation to climate change in developing countries. From 2008 to 2012 the Danish commitment has been about 1 500 000 000 DKK and an equal amount is expected to be committed from 2013 to 2015.

A number of bilateral and multilateral interventions have been supported from the Climate Envelope through various funding modalities. For example, there was support to the Climate Investment Funds (CIF) and Least Developed Countries Fund (LCDF), and to bilateral programmes, e.g. in Vietnam, Bangladesh, Indonesia and Kenya. Until 2011 the Climate Envelope was managed by the Ministry of Foreign Affairs (MFA). Since 2012 the annual Climate Envelope grants are divided equally into a Global Frame coordinated by the Ministry for Climate, Energy and Building (MCEB) and Poverty Frame managed by MFA.

The Evaluation Department of Danida (EVAL) is now planning an independent evaluation of the Danish climate change funding for developing countries. The evaluation shall provide evidence of the outcomes of the climate change funding for forthcoming international policy dialogue on climate change, e.g. in the process of defining post-2015 development goals and the new Sustainable Development Goals (SDGs). It is also the aim to provide evidence for addressing climate change in forthcoming Danida supported country programmes, and for any future Danish support to climate change finance in developing countries.

An evaluation approach paper will be made available with the Terms of Reference for the evaluation. The evaluation approach paper will outline the purpose and scope of the evaluation as well as prioritise the climate change interventions to be evaluated by end-2014 and provide an overview of the management and process action plan of the evaluation. The evaluation will mainly focus at a prioritised selection of activities from the Climate Envelope portfolio but will also include other Danish support relevant to address climate change funding in particular in bilateral programmes. For multilateral interventions it is noted that an evaluation of CIF and other evaluations are ongoing and near completion. EVAL jointly with the GEF evaluation department has previously carried out an evaluation of LCDF (2009).

The planned evaluation will be divided into 2 phases. The first phase will include an evaluation of the climate change commitments made until end-2012 and implemented until end of 2013. Several of these supported activities will be ongoing but near completion during the evaluation. The evaluation will be reported early 2015. An interim presentation should be available in October 2014 when Intergovernmental Panel on Climate Change (IPCC) presents the main report of the 5th Assessment Synthesis Report in Copenhagen.

The optional second phase of the evaluation includes a real time evaluation that will be carried out until primo 2016. A format for the real time evaluation shall also be an output of the first phase.

Requirements of Candidates applying for PQ:

— experience with complex evaluations of development cooperation within natural resources, environment, agriculture or climate change in Africa, South Asia and/or South East Asia.
