Moss municipality has implemented free user choice for user-controlled personal assistance (BPA). The municipality itself does not operate systems for user-controlled personal assistance. The system with free choice of user-controlled personal assistance is implemented as service concession contracts. The service provider will be dependent on the choice of the users for assignments, and will therefore bear all risk. After user-controlled personal assistance is granted to each user, he or she can choose which provider to engage. Per March 2017, Moss municipality had 19 established user-controlled personal assistance arrangements. This amount to a total of approx. 1 280 hours per week. The estimated value does not represent any obligations for the contracting authority. 2017/S 092-182304 The contracting authority has decided to cancel the tender contest due to the following reason: The contracting authority wants to change the award criteria to also include quality. This is considered a substantial change of the tender documentation. The competition is therefore cancelled due to the above information. A new competition will be announced.
