The Contracting Authority for this procurement is Moss municipality, c/o the municipal department for planning, the environment and engineering. The procurement also includes Rygge municipality.

The framework agreement period is 2 year with unilateral right for the contracting authority to extend the agreement with 1 + 1 year (option).

The objective of the framework agreement is to solve the Contracting Authority's requirement for planning, engineering design/detail engineering design, zooning, consultancy, preparation and quality assurance of the tender documents, construction management and architect/landscape architect services for the subject areas water/sewage, transport and communication as well as planning/building. It may also be relevant to implement measures on bridges and road structures. The listing of subject areas is not exhaustive.

Larger municipal plans are expected to be subject to competitive tendering outside this framework agreement.

The distribution of volumes between the disciplines are estimated as follows:

Water and sewage: 70 %;

Transport and communication: 25 %;

Planning/ building cases: 5 %.

This will also be included in the price form and the evaluation will be weighted accordingly.

The Contracting Authority intends to enter into a contract with a maximum of 3 providers that will be prioritised as no 1, no 2 and no 3.

Each provider is expected to acquire local knowledge about Moss and Rygge municipalities without costs for the 2 municipalities.

Call-off mechanism:

The main rule of call-offs is that they are implemented in accordance with a prioritised list, which means that provider no. The 1st tenderer will be awarded the assignment if he can carry out the assignment by the given deadline.

The Contracting Authority reserves the right to use mini tender contests where the priority list is being released, in those cases where the Contracting Authority requires it, for the sake of the procurement's size, complexity or where the Contracting Authority, due to other considerations, deems it most appropriate. The contract award criteria in mini-tender contests can be price, assignment comprehension, the offered quality and delivery time.
