There is a free establishment right, and all operators can, as a starting point, operate ferries on the route as long as the operator fulfils the terms for a licence. Here it is a scarce commodity that limits how many can get a licence, as there is not room for more than one ferry operator. Only one licence is therefore acceptable. As this is not a contract, the value must be set at zero, but is put as 1 in the notice form as the system does not permit a lower value.
