The device will be used for advanced and risky endoscopic procedures including: Per Oral Endoscopic Myotomi (POEM), Endoscopic Submucosal Dissection (ESD), Endoscopic Submucosal Tunnelling resection (STER) and ablation of Barretts membrane. In addition, Endoscopic mucosal resection (EMR), interventional EUS, tumour ablation and advanced haemostasis. The Gastro Section at Haukeland University Hospital cannot carry out all the advanced procedures with its current equipment and has to cancel procedures as we do not have advanced diathermy and APC to serve 2 theatres simultaneously. We need to add diathermy and APC function to the existing equipment, in order to get a complete diathermy device for their use. The diathermy, APC and Erbejet functions must be integrated for specific treatments such as the ablation of anomalous tissue in the oesophagus with Hybrid APC. The health personnel are of the opinion that the functions can only be delivered by the same equipment supplier, as the integration and connections between the device parts are equipment specific and not compatible with other devices. The Gastro Section has cooperated with many companies in recent years, including Erbe, in order to develop equipment and new applications and has good knowledge of the supplier market from various meetings with them and has had first-hand information on what products and technology are being developed. We do not know of any other suppliers who can deliver equivalent equipment. Competition is impossible due to technical reasons, cf. FOA § 13-4 (b) (2) and the procurement can only be delivered by a specific supplier. Pursuant to § 21-5, an intention notice is therefore issued to give the market an opportunity to provide notification whether there are other suppliers than the one selected who can deliver equipment that shall be used in integration with the Hybrid part of Erbe VIO 3. Option on service agreement.
