The Election Directorate owns, operates and administers the Norwegian administrative election system for holding elections (EVA). 1 of the components in EVA is a system for electronic counting of paper voting slips (scanning). This scanning system is used in various elections by counties and municipalities to interpret and count paper voting slips. They get the software from the Election Directorate free of charge.
The municipalities and counties are responsible for the practical side of holding elections. Scanner centres are established in the municipalities and counties for the counting. Some municipalities and counties also join forces for the counting process and establish large scanning centres. The municipalities and counties need equipment for this (scanners and other equipment) and assistance. A framework agreement shall therefore be established, which all Norwegian municipalities and counties can make call-offs on.
