Oppland fylkeskommune shall undertake a combined loan of 333 000 000 NOK, with a 20 year term. The loan is approved by the County Council, case 16/15.
In addition to the central administration at Lillehammer, Oppland fylkeskommune includes the following entities:
— 13 sixth form colleges, with altogether 19 business locations,
— 22 dental clinics,
— 2 degree granting colleges,
— the county library,
— county archive.
Oppland fylkeskommune has a total of approx. 2 000 employees. The county has an area of 25 192 km², and a population of approx. 187 000.

Parallel framework agreements shall be entered into with a minimum of 3 suppliers. Call-offs will occur by mini contests between the contracting parties.
The duration of the agreement is set to be valid until the end of 2016. For 2015 it has been decided to take up an investment loan of 333 000 000 NOK, approved in County Council Case 16/15. For 2016 a loan of 335 000 000 NOK is estimated. This is only a guesstimate that cannot be considered as binding.
