The documents are the basis for a pre-qualification of collaboration contractors with the accompanying engineering design group for a new Vestre Toten secondary school. The collaboration contractor shall be the applicant in the pre-qualification and shall independently obtain competent consultants, including ARK, PGL, Responsible Applicant, RIB, RIV, RIE, RIEA, RIBR, RIAku, LARK, RIVA, RIG, RIByFy, Energy Consultant, Environment Consultant etc. The architect and consultants can participate in several groups.
The procurement will be made in accordance with the Public Procurements Act: 15.7.1999 no. 69. Updated with amendments, most recently 11.5.2012 no. 25 (came into force 1.7.2012). Regulations laid down by Royal Decree on 7.4.2006 no. 402 pursuant to the Act 16.7.1999 no. 69 on public procurements § 11 1st section. Last amended by the regulations 26.10.2012 no. 996. Submitted by the Ministry of Local Government and Modernisation.
The competition will be a restricted tender contest with a prior pre-qualification (this notice). After this pre-qualification there will be a subsequent competition for the design and price.
Up to 4 different collaboration partners with the accompanying consultant groups can be pre-qualified to compete on the design and price of the new Vestre Toten secondary school. Those who are pre-qualified will receive the separate tender documentation for the competition for the design and price. Each participant will receive a fee of NOK 200 000 excluding VAT when a complete competition project has been submitted. The winner of the competition will get an option to enter into a collaboration contract for the further development of the competition project. If this collaboration phase results in an agreeable project and the price is politically accepted, Vestre Toten municipality will enter into an execution contract with the collaboration contractor.
