This procurement procedure comprises an assessment of Nordic experiences of gender mainstreaming in climate policy and the green and just transition and their implementation at national, regional and local levels, as well as suggestions for further improvement. The report and associated webinar/presentations will support Nordic countries in the planned evaluation of the UNFCCC Enhanced Lima Work Programme for Gender Equality and its Gender Action Plan (GAP) at SBI 61. Project obectives: - Moving towards developing and implementing gender-responsive climate change policy in the Nordic countries. - Gender mainstreaming in the national, regional and local implementation of the Paris agreement, including gender responsive budgeting - Strengthening Nordic and international dialogue and knowledge on gender mainstreaming and gender responsive budgeting in the implementation of the Paris Agreement and the Gender Action Plan. Tasks: An assessment of and recommendations for further development of the Nordic countries' implementation of the UNFCCC Enhanced Lima Work Programme for Gender Equality and its Gender Action Plan. This is expected to contribute to the planned evaluation at SBI 61, in Nov 2024. The assessment should include: •The identification of lessons learned and best practices in gender mainstreaming and gender responsive budgeting, including gaps and barriers, within the national, regional and local implementation of the Paris Agreement (in relation to the areas of the Gender Action Plan). This may require data collection in local languages in the Nordic countries. Possible methods could include round table discussions, workshops and interviews with local stakeholders. o This should include enabling factors, gender-responsive legislation and policy, accountability and reporting mechanisms on gender equality results, resource allocation for gender mainstreaming, availability and use of gender research and gender statistics, and availability of gender expertise and human resources •A focus on gender transformative initiatives of strategic importance to gender equality and the empowerment of women. oThis should include lessons learned of relevance to the Nordic gender context of high female labour force participation yet a gender segregated labour market, with fewer women in STEM sectors (see relevant Nordic publications above). •A specific focus on gender-responsive measures in addressing climate mitigation is desirable, as this area is least developed as far as gender equality commitments are concerned. •The development of a set of relevant recommendations for Nordic governments (national, regional, local) and the Nordic Council of Ministers for further improvements of the implementation of the UNFCCC Enhanced Lima Work Programme for Gender Equality and its Gender Action Plan. Output and communication of project results: The evidence gathered during the study, including possible suggestions for joint Nordic actions, is to be compiled into a: 1. A short project description 2. A main research report/mapping with a feasibility study 3. A policy brief 4. A power point presentation with the main results 5. Public webinars with results in local languages in the Nordic countries 6. A public webinar with results in English 7.
