‘Pre-såkornkapital’ basically means that Innovasjon Norge (IN) offers interest free loans to TTOs (Technology Transfer Office) and incubators who shall invest in start-up companies younger than 5 years. The contracting authority thus needs TTOs (Technology Transfer Office) and/or incubators who can administer the ‘pre-såkornkapital’. ‘Pre-såkornkapitalen’ shall be matched with minimum an equally large amount, preferably from business ‘angels’. The start-up companies shall be supplied with both capital and the competence they need to prepare themselves for growth.
