Oppegård municipality shall construct a building containing sheltered accommodations and service functions, a day activity centre and a base for home care services. The building shall be constructed at a separate site located in Edvard Grieg's road 7-9 in the centre of Kolbotn. The area is subject to a development plan that shall provide guidelines in relation to right-of-way limits, sun conditions, heights, and so forth.
The building and the outdoor area are described in a preliminary project that includes 72 sheltered accommodation flats with an area of 50 — 55 m2 each, split over 5 floors. The building shall have a base for employees and a day activity centre with room for 15 — 20 users. Areas for office premises have also been set aside. The building shall be manned/staffed 24 hours a day and shall be aimed at elderly persons with a need for adapted housing. The municipality's aim is a building with a minimum of a passive house level.
An overall construction manager and technical construction managers shall be procured for management of the engineering design phase and the entire construction phase, including a trial period:
BL: Overall construction manager;
BLv: Construction manager ventilation, heating and sanitation installations;
Ble: Construction manager electro.
