The Danish Arab Partnership Programme (DAPP) was launched in 2003. It builds on dual objectives of supporting existing local reform processes in the Middle East and North Africa (MENA) and establishing a basis for improved dialogue, understanding and cooperation between Denmark and the MENA region. In terms of substance the programme revolves around four broad themes:

1) Human Rights, Human Freedoms and Good Governance;

2) Women Empowerment and Gender Equality;

3) Knowledge-based societies; and

4) Economic Growth and Job Creation.

Themes 1-3 have been part of the programme since the beginning in 2003 and were key elements in the 2002 Arab World Human Development Report. The theme on Economic Growth and Job Creation was added later in 2011 as a response to events unfolding during the Arab Spring.

The total envelope for the programme since its inception amounts to some 1,3 billion DKK.

In terms of geography longer term partnerships have been established with Jordan, Morocco and Yemen while shorter term and transitional efforts are underway in countries like Egypt, Syria, Tunisia and Libya.

The programme is implemented through a wide range of partners in Denmark and the MENA-region.

Purpose:

The overall focus of the evaluation will be:

— Documenting achievements and results across thematic areas as well as focus countries;

— Providing lessons learned and recommendations for preparing a new strategy f for DAPP (2017-20) as well as a new phase of programmes; and

— Assessing whether strategic objectives and thematic areas continue to be relevant given the dynamic, rapidly changing and fragile context of the MENA-region.

Scope.

Themes.

The present evaluation aims to undertake a comprehensive assessment of the whole DAPP-programme throughout its history (2003-14). The four themes will have to be evaluated with various levels of intensity. Themes 1 and 2 have been part of the programme from the start and shall undergo a full evaluation in terms of scope and depth. Theme 3 shall undergo an evaluation with a more limited scope as the media part was subject to a separate evaluation published in 2013. Theme 4 was recently added in 2011 and will, therefore, be subject to a less intense evaluation in terms of depth.

Geography.

The evaluation will carry out country studies in four nations i.e. Yemen, Morocco, Tunisia and Jordan. The present security situation in Yemen does not permit the Consultant to visit the country, yet a study carried out by local consultants is anticipated.

Timing.

The Ministry of Foreign Affairs aims to prepare a new strategy for DAPP for 2017 through 2020. The present evaluation will inform this work, what in turn sets out some milestones for the timing. There is also a need for cross-fertilisation between the evaluation process and the strategy process. A participatory process involving DAPP implementing partners must be foreseen.

Timing, scope and geography requires the Consultant to organise and staff an overall management team that oversees the whole evaluation process as well as a number of teams assigned to undertake field work at the same time in some of the countries mentioned above.

The team-leader must have previous experience from managing complex evaluations knowledge of assessing dialogue based approaches to development. The team must have extensive knowledge from the MENA-region.

The Consultant will prepare a full synthesis report as well as country reports.
