Danida's new Civil Society Policy emphasizes partnerships amongst civil society organisations whereby partners in the Global South gain capacity so as to increasingly take the initiative. In line with the overall Danish development strategy The Right to a Better Life, the Civil Society Policy emphasizes the human rights-based approach (HRBA) to development, wherein participation, accountability, non-discrimination, and transparency are the 4 core principles.

In order to explore new ways of promoting partnerships, Danida has decided to set up a pilot facility to support capacity development of CSOs in Kenya, Uganda and Somalia. The objective of the facility is to give CSOs in those three countries the capabilities to become catalysts for development in their respective countries. The target group of the new facility is to be CSOs as well as informal civil society groups and networks which do not normally access funds for civil society, in the Global South.

The facility is to focus on capacity development needs that are not covered today, and as defined by civil society organizations themselves based on their own assessments and priorities. A web-based platform will allow CSOs from the 3 afore mentioned countries to announce their capacity development needs, so that potential (interested) partners, such as local and international (including Danish) CSOs, local universities and organizations from the private sector can offer their services. In this way the local CSOs' demand for capacity development is to become the basis for selecting the most suitable partner/service provider, matching demand and supply.

The intention is to explore new ways of cooperation to promote more equality in partnerships and promote cooperation in new constellations. The pilot initiative does not aim to expand existing cooperation, for example between a Danish or International NGO and a civil society organization in the Global South.

Emphasis will be on capacity development in areas other than traditional project management and financial management. For example, it might be on the human rights-based approach, or to support advocacy regarding labor rights, women's rights, and children's rights. Organizational development in risk management, anti-corruption, leadership, governance, and internal democracy would also be relevant.

The capacity development to be offered by the facility should not only include courses and training, but also include alternative methods such as mentoring, and processes where one CSO follows and guides another through change processes and provides technical and strategic advice.

The Danish Ministry of Foreign Affairs is seeking to engage the services of a Facility Manager to head the Pilot Facility. The contract will be for a period of 30 months. The Facility Manager will be responsible for setting up and running the Pilot Facility in a fair and efficient manner, including development of the web-based platform. This will among other things include developing the procedures for the facility in close consultation with the Danish Ministry of Foreign Affairs, the web-based platform, facility management and grant administration, including assessment of providers of capacity development services, assessment of grant applications, and monitoring and evaluating the quality of the capacity development services provided. In addition, the Facility Manager may also have to provide counselling to prospective applicants regarding development of their applications. It is expected that the Facility Manager will provide a programme manager, programme officer(s) and a finance manager.

The applicant should have relevant experience with capacity development of civil society organizations as well as with facility or fund management. It is desirable that applicants are somehow represented or have partners in the region.
