Description:

The Danish engagement in Kenya, 2021-2025, aims to promote: A stable and democratic Kenya capable of providing social services and decent jobs for its people, ensuring the rights and benefits enshrined in the constitution, accelerating inclusive, sustainable growth and green transformation, and containing national and regional humanitarian and security challenges before they translate into major refugee and irregular migration flows.

The programme has a total of 13 implementing partners. A Bilateral Agreement is signed between Royal Danish Embassy (RDE) and each implementing partner. This agreement provides a framework under which each agency operationalizes its role and defines the expected delivery of development outcomes. Each engagement has a separate Development Engagement Document (DED) that outlines the expected results and activities to be carried out, budget, management arrangement etc.

One of the 13 implementing partners is Kenya Climate Innovation Center (KCIC). Denmark has supported KCIC since its establishment in 2012 through various grant agreements. Further, Denmark has supported, through the World Bank, the establishment of Kenya Climate Venture (KCV), an impact investment facility, which is a 100% subsidiary of KCIC.

The overall objective of the assignment is a review (quality assurance check) of ‘access to finance’ components of two on-going programmes being implemented by Kenya Climate Innovation Center (KCIC), e.i. the ‘GreenBiz’ programme and the ‘AgriBiz’ programme (co-funded by EU). The ‘access to finance’ components provide grants and loans to beneficiaries (Kenyan entrepreneurs and MSME) as well as activities related to financing, e.g. technical assistance and investor readiness.

The assignment will include a capacity assessment of KCIC and its subsidiary Kenya Climate Venture Ltd (KCV), respectively, as a capable organisation to carry out the anticipated activities within the ‘access to finance’ components.
