Eesmärk

The ambition for the BSPS IV is to design an M&E system that is sufficiently robust to systematically collect, analyze, report and communicate the progress of the programme throughout the programme implementation. Furthermore, it is the ambition to create a system that allows continuous learning, enabling the programme management to 1) Gain insights that will allow adjustments to improve BSPS IV performance, 2) Use the knowledge to feed into the Tanzanian policy dialogue (e.g GBS dialogue) and 3) provide feedback and lessons to headquarters, embassies and other relevant stakeholders.

During the previous phases of BSPS in Tanzania, there has been mixed experiences with the monitoring of programme implementation particularly in relation to programme results, outcomes and impact. Generally, the majority of the subcomponents have managed to collect some data and report on progress toward their respective planned outputs and immediate objectives, whereas the subcomponents/partners' contribution to and the understanding of programme achievements, as a whole, has been limited.

Based on past experiences it is foreseen to recruit a consultant that throughout the lifetime of BSPS IV can support the development and implementation of a solid M&E system; strengthen the M&E capacity of stakeholders; monitor the collection of relevant data; analyze collected data and produce relevant M&E reports at an aggregated level; Identify and initiate relevant additional studies and impact assessments; support the Embassy to communicate achievements and lessons learned; provide general support to the embassy staff on M&E matters.

The applicant should have extensive experience in M&E activities including experience in assessing private sector programme outcome and impact, be independent from all implementing partners in BSPS IV and have experience from East Africa. The experience should include thorough knowledge on the MSME sector in Tanzania.

The profile of the applicant is summarised as follows:

— Experience in the design, implementation, monitoring and evaluation of private sector development programmes, with particularly strong expertise in the design of the programme logic, including results-chains and logical frameworks and DCED results management standards.

— Experience with design of M&E systems for large, complex programmes, similar to BSPS IV.

— Previous experience in Tanzania and East Africa, and a demonstrated understanding of political economy issues in the region will be advantageous.
