Eesmärk

The Strategy for Denmark's support to The Promotion of Sexual and Reproductive Health and Rights (SRHR) was published in 2006. The overall goal of the SRHR Strategy is to contribute to the ICPD (international Conference on Population and Development) goal of universal access to sexual and reproductive health and rights, including for youth. It recommends actions for Danish support and cooperation at the international level and at country level, as well as strategic actions for Danish efforts within four thematic areas:

— Promoting Gender Equality and Empowering Women;

— Improving Sexual and Reproductive Health;

— Young People: Access to Information and Services; and

— Linking the Response to HIV/AIDS with SRHR.

The overarching intervention logic assumes a number of different “inputs” such as Policy Dialogue, Financial Support, Technical Support, Strategic Partnerships and Internal Learning Processes. These represent different ways that Danida can, and has promoted work on Sexual Reproductive Health and Rights. They may have been channeled through a number of channels including Danish and international NGOs, multilateral agencies, bilateral programme support and research programmes. 17 NGOs and multilateral agencies have received support to SRHR activities 2008-2012 to a total value of around DKK 500 million and SRHR activities are integrated to a varying degree in Danida bilateral health sector support in Ghana, Kenya, Mozambique, Tanzania and Uganda.

The overall purpose of the evaluation is to evaluate Denmark's contribution to SRHR outcomes in the four thematic areas as articulated in the SRHR Strategy at country level and at international level, taking into consideration the broader international context and efforts to promote SRHR. The evaluation will also develop lessons on how SRHR can be better integrated into Danida programmes and strategies in the future.

The evaluation will be forward looking in nature and will provide recommendations for future work in SRHR. The review at international level, country case assessments and the assessment of results will also inform this consideration including: what has been achieved, what gaps are there and what improvements could be made.

The evaluation will cover the time period 2006-2013 and will build upon the Thematic Review to Document the Danish Development Assistance to Sexual and Reproductive Health and Rights (2009), an issues paper elaborated as part of the preparation for the evaluation and other relevant documentation. The evaluation will include two in-depth country studies (proposed: Ghana and Mozambique), a review of support to a selection of multilateral organisations within the field of SRHR (most likely including UNFPA) and CSO funded programmes as well as a review of Danida's engagement in international policy dialogue on SRHR.

The evaluation should be undertaken in accordance with OECD/DAC Quality Standards for Evaluation (2010), the Danida Evaluation Guidelines (2012) and a sound methodology presented in the evaluation inception report (to be agreed with the Evaluation Department in Danida prior to initiation of field work and following consultations with the reference group). The evaluation is expected to be undertaken from December 2013 to December 2014.

Applicants should have solid experience within evaluation of development cooperation, including experience with complex evaluations as well as experience within the field of sexual and reproductive health and rights (SRHR).
