Eesmärk
Whitelake Softwarepoint (WSP) has the exclusive right to LabVantage software which means that only WSP can provide maintenance services for the software.
The need concerns the maintenance of an existing software that has already been legally procured in accordance with the Public Procurement Regulations, not the procurement of new software. The exclusive right makes it impossible to hold a tender contest for the maintenance services that the Customer needs.
