The Norwegian Railway Directorate would like to procure field work connected to the implementation of ticket controls in order to map the percentage that avoid paying on trains in the central Østlandet area. A decision has been made that the ticket controls will be carried out as pinpoint measurement, where the control group will map all travellers on board one coach on a stretch between two stations. Travellers must present a ticket, but will not be fined if they do not have a ticket. The result of the ticket controls will be used to calculate the train operator's remuneration from Ruter. The aim of the RFI is to obtain input from the market that can help the Norwegian Railway Directorate to formulate an assignment with the correct scope and division of responsibility between the contracting authority and supplier, which is attractive in the market. As closed controls have not been carried out on trains before, the contracting authority would like feedback on central elements whilst formulating the assignment. The percentage who do not buy a ticket must be calculated for each train product (train line) in the central Østlandet area, which is representative for the percentage who do not buy a ticket on trains in general. The aim of the RFI is to obtain input from the market that can help the Railway Directorate to formulate an assignment with the correct scope and division of responsibility between the contracting authority and supplier, which is attractive in the market. As closed controls have not been carried out on trains before, the contracting authority would like feedback on central elements whilst formulating the assignment. The market dialogue is not a part of the procurement process and is thus not regulated by the public procurement regulations. This RFI is an enquiry to the market in order to obtain information. Any questions about the competition must be submitted via the KGV [tender management] system.
