Eesmärk
The Evaluation Department in Norad will commission a one year evaluation assignment to assess how concentration of aid affects management of aid, and whether changes in management or agreement mix is likely to improve results. This is a theory-based evaluation and a theory of change will be developed and tested through data-collection. Data collection will mainly take place in Oslo, Norway. The theory of change can be utilized to assess the effect of the ‘concentration of aid’- policy and in a discussion of how this will affect the results of Norwegian aid. The assignment will be carried out in the period September 2019 to May 2020. Estimated scope for the assignment is 200 working days for the whole period.
