The framework agreement for the devices is 2 year with an extension of 1 year + 1 year, while the framework agreement for the consumables will follow during the the lifetime of the devices. The estimated lifetime of the devices is approx. 10 years. The estimated value given in Mercell includes only the devices and consumables, not servicing and courses. 9000000.00 11000000.00 The hospitals and home treatment in Hordaland, Rogaland and Sogn and Fjordane. The electrical stimulation devices will be used to treat stress, urge and faecal incontinence, pelvic floor pains and obstructed defecation. While combine biofeedback / electrical stimulation device will be used to treat urine and faecal incontinence, pelvic floor pains and obstructed defecation. Both of the devices can be used for general training in relation to pelvic floor dysfunction. The treatment takes place both at the user's home and for follow up at the specialist health service. The contracting authority has not found any suppliers other than Quintet AS who can offer devices that cover this entire spectrum needed for these treatments. It is important to the contracting authority to ensure that the device has adjustment options (possibly a spectrum of the areas of use) and can be adapted to the individual user need, and ensure that the home treatment and follow up at the specialist health service shall take place in a safe and simplest possible manner. It is therefore not advantageous to purchase devices that can only cover some individual parts of the treatments, and where one must supplement with other devices to be able to perform complete treatment of the user. Conclusion: Based on the named justifications, the contracting authority believes that there is legal basis for entering into a contract for the procurement of electrical stimulation devices and combined biofeedback/electrical stimulation device with consumables with Quintet AS without publishing a competition, cfr. Public Procurement Regulations (PPR [FOA]) § 21-5, cf. § 13-4 first chapter, letter b, second point The contracting authority has not found any suppliers other than Quintet AS who can offer devices that cover this entire spectrum needed for these treatments.
