Statsbygg intends to enter into a contract with the current supplier in order to sign a renewed ELA contract (Enterprise Licence Agreement) for ESRI products for Geodata's self-developed systems in Statsbygg and in the internal network portal, the ‘Map Service for All’. The contract includes a distribution system for maps and geo information through ArcGIS Online and server and desktop systems for map production. Price 100 Statsbygg intends to enter into a contract with the supplier of GIS (Geographical Information Systems). It is a transition to a ELA free use contract (Enterprise Licence Agreement) for ESRI products for the period 2017-2019. Statsbygg deems that Geodata AS is the only supplier of products in the Norwegian market (c.f. FOA § 13-4 b) no. 2) for licences and maintenance services for Statsbygg's ESRI-platform. This is resulting from the fact that Statsbygg's existing licence contract for Geodata's products and ESRI products is no longer practical and flexible enough for the current situation. At this point in time it is not practically possible or relevant to replace the systems based on the ESRI platform with other software and other products. Therefore there is a need to enter into a new equivalent contract. Statsbygg does not know of any other companies who can deliver the required software licences that cover Statsbygg's requirements and needs and that offer support and maintenance of them.
