This is a result of Oracle being the sole proprietor of exclusive rights to their own software thus the contract cannot be fulfilled by any other supplier for the reasons of protection of exclusive rights, including intellectual property rights. Furthermore no other supplier can perform the maintenance and support due to the absence of competition for technical reasons as only Oracle holds the system documentation. Thus the purchase of maintenance and support for Oracle Software is not exposed to competition.
