The Danish Ministry of Foreign Affairs is tendering a consultancy assignment for a Real-Time Evaluation (RTE) of the upcoming country programme in Kenya. The RTE is a response to the increasing complexity and flexibility of Danish development assistance, including the introduction of the new Country Programme approach. This calls for an evaluation approach that will help capture results at outcome and impact level and provide feed-back to programme stakeholders on progress, with reference to the programme's theory of change/programme theory so as to support the achievement of results. A RTE is seen as beneficial as it will allow evaluators to follow the programme from the late stages of programming and throughout its lifespan. The purposes of the evaluation are to i) assess progress and provide evidence-based feed-back during the lifespan of the Programme and ii) identify, document and assess credible contribution to results at outcome and, as far as possible, impact level and iii) to provide learning about the prerequisites, strengths and possible weaknesses of the RTE approach to help test and refine it.

The evaluation will cover the country programme in its entirety at an overall level. The three strategic focus areas of the programme are i) Implementing the constitution towards a prosperous and equitable Kenya; ii) Inclusive green growth and employment; iii) Promoting regional cooperation and stability. With limited resources, the evaluation will rely heavily on information from monitoring and administrative systems (both Kenyan and Danish) as well as other secondary data. It is not envisaged that the evaluation will carry out specific impact assessment for all areas. However, it is expected to establish an overview sufficient for identifying and assessing progress, suggest focus areas for additional result analysis as well as provide the basis for a subsequent high-quality ex post-evaluation.

The evaluation period will follow the programme period from 2015 to 2020. A core team of 3 consultants is envisaged, but will be important that the team can access additional expertise; i.e. for consultation on sector-specific issues. The evaluation outputs include: Inception report, yearly evaluation status reports, and a final evaluation report. Applicants must have extensive experience with large-scale complex evaluations at country level, solid experience with approaches to assessing credible contribution and attribution of results, including use of Theory of Change for programming, monitoring and evaluation as well as strong expertise within the strategic focus areas.
